Il permet d&rsquo;\u00eatre redirig\u00e9 vers les services d&rsquo;urgence appropri\u00e9s. <\/span><span style=\"vertical-align: inherit;\">Que cela soit pour les pompiers, la police ou les urgences tha\u00eflandais<\/span><\/span><\/h2>\n\n\n\n<p><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Le syst\u00e8me de sant\u00e9 publique en Tha\u00eflande est complexe. <\/span><span style=\"vertical-align: inherit;\">Il est divis\u00e9 en plusieurs programmes de sant\u00e9. <\/span><span style=\"vertical-align: inherit;\">Ces programmes sont supervis\u00e9s par l&rsquo;Office National du Syst\u00e8me de Sant\u00e9 (ONSS). <\/span><span style=\"vertical-align: inherit;\">L&rsquo;objectif de l&rsquo;\u00c9tat est de fournir l&rsquo;acc\u00e8s \u00e0 la sant\u00e9, gratuitement ou avec un reste \u00e0 charge peu \u00e9lev\u00e9, \u00e0 la totalit\u00e9 des citoyens du pays.<\/span><\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Office national de s\u00e9curit\u00e9 sanitaire<\/span><\/span><\/h3>\n\n\n\n<p><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">L&rsquo; <\/span><\/span><a href=\"https:\/\/eng.nhso.go.th\/view\/1\/Home\/EN-US\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Office national de s\u00e9curit\u00e9 sanitaire<\/span><\/span><\/a><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\"> supervise l&rsquo;ensemble des programmes de sant\u00e9 mis en place par le gouvernement. <\/span><span style=\"vertical-align: inherit;\">Les diff\u00e9rents programmes sont :&nbsp;<\/span><\/span><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">L&rsquo;Universal Coverage Scheme (UCS)<\/span><\/span><\/li>\n\n\n\n<li><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Le r\u00e9gime de s\u00e9curit\u00e9 sociale (SSS)<\/span><\/span><\/li>\n\n\n\n<li><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Le R\u00e9gime de Prestations M\u00e9dicales des Fonctionnaires (CSMBS)<\/span><\/span><\/li>\n<\/ul>\n\n\n\n<p><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Le gouvernement finance le NHSO gr\u00e2ce aux imp\u00f4ts et aux cotisations sociales pr\u00e9lev\u00e9es sur les salaires \u00e0 hauteur de 5 %. <\/span><span style=\"vertical-align: inherit;\">Le NHSO fournit des soins gratuitement ou avec un reste \u00e0 charge sociale<\/span><\/span><\/h4>\n\n\n\n<p><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Le <\/span><\/span><a href=\"https:\/\/www.sso.go.th\/wpr\/index.html\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Social Security Scheme<\/span><\/span><\/a><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\"> (SSS) est un syst\u00e8me d&rsquo;assurance sociale obligatoire pour l&rsquo;ensemble des salari\u00e9s du secteur priv\u00e9 et leurs ayants droits. <\/span><span style=\"vertical-align: inherit;\">Cette couverture m\u00e9dicale donne acc\u00e8s aux soins primaires et secondaires dans les secteurs public et priv\u00e9. <\/span><span style=\"vertical-align: inherit;\">Il peut y avoir un reste \u00e0 charge pour certains soins, surtout lorsqu&rsquo;ils sont fauch\u00e9s dans le secteur priv\u00e9.<\/span><\/span><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">R\u00e9gime d&rsquo;assurance-maladie des fonctionnaires<\/span><\/span><\/h4>\n\n\n\n<p><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Le Civil Servant Medical Benefit Scheme (CSMBS) est un syst\u00e8me d&rsquo;assurance sant\u00e9 qui est r\u00e9serv\u00e9 uniquement aux fonctionnaires et \u00e0 leurs ayants droit. <\/span><span style=\"vertical-align: inherit;\">Ils acc\u00e8dent aux soins de sant\u00e9 primaires et secondaires dans les \u00e9tablissements publics et priv\u00e9s. <\/span><span style=\"vertical-align: inherit;\">En se faisant soigner dans le secteur priv\u00e9, il y a plus de risques qu&rsquo;il y a un reste \u00e0 charge.<\/span><\/span><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">R\u00e9gime de couverture universelle<\/span><\/span><\/h4>\n\n\n\n<p><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">L&rsquo;Universal Coverage Scheme (UCS) permet aux citoyens tha\u00eflandais qui ne peuvent pas acc\u00e9der au SSS et au CSMBS de disposer d&rsquo;une couverture sant\u00e9. <\/span><span style=\"vertical-align: inherit;\">Il n&rsquo;y a pas de condition financi\u00e8re pour y acc\u00e9der. <\/span><span style=\"vertical-align: inherit;\">Cela garantit un acc\u00e8s \u00e9quitable aux services de sant\u00e9 dans l&rsquo;ensemble du pays.<\/span><\/span><\/p>\n\n\n\n<p><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Une carte \u00ab\u00a0gold\u00a0\u00bb est transmise \u00e0 chaque personne couverte par le syst\u00e8me de sant\u00e9 publique tha\u00eflandais. <\/span><span style=\"vertical-align: inherit;\">Cette carte permet d&rsquo;acc\u00e9der aux soins gratuitement. <\/span><span style=\"vertical-align: inherit;\">C&rsquo;est l&rsquo;\u00e9quivalent de la carte vitale fran\u00e7aise.<\/span><\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Quelle accessibilit\u00e9 pour les Fran\u00e7ais ?<\/span><\/span><\/h2>\n\n\n\n<p><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">La France n&rsquo;a pas sign\u00e9 d&rsquo;accord bilat\u00e9ral de sant\u00e9 avec la Tha\u00eflande. <\/span><span style=\"vertical-align: inherit;\">Les expatri\u00e9s fran\u00e7ais n&rsquo;acc\u00e8dent donc pas automatiquement au syst\u00e8me de sant\u00e9 publique.&nbsp;<\/span><\/span><\/p>\n\n\n\n<p><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Certains Fran\u00e7ais peuvent tout de m\u00eame y acc\u00e9der. <\/span><span style=\"vertical-align: inherit;\">Pour cela, il faut b\u00e9n\u00e9ficier du statut de r\u00e9sident ou avoir un permis de travail pour la Tha\u00eflande avec un contrat local. <\/span><span style=\"vertical-align: inherit;\">Ensuite, l&rsquo;affiliation \u00e0 un des programmes du syst\u00e8me de sant\u00e9 publique est identique \u00e0 celle des citoyens du pays. <\/span><span style=\"vertical-align: inherit;\">Il sera possible pour les expatri\u00e9s fran\u00e7ais d&rsquo;acc\u00e9der aux soins gratuitement, mais uniquement dans les \u00e9tablissements de secteur de leur lieu de r\u00e9sidence.&nbsp;<\/span><\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Pour les retrait\u00e9s<\/span><\/span><\/h3>\n\n\n\n<p><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Depuis 2019, les retrait\u00e9s ne peuvent plus \u00eatre affili\u00e9s au syst\u00e8me de sant\u00e9 publique. <\/span><span style=\"vertical-align: inherit;\">Les retrait\u00e9s \u00e9trangers r\u00e9sidant dans le pays doivent souscrire \u00e0 une assurance sant\u00e9 priv\u00e9e. <\/span><span style=\"vertical-align: inherit;\">Celle-ci doit faire partie d&rsquo;une des <\/span><\/span><a href=\"https:\/\/blog.santexpat.fr\/wp-content\/uploads\/2021\/12\/liste_des_compagnies_d_assurance_reconnues.pdf\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">14 compagnies d&rsquo;assurances<\/span><\/span><\/a><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\"> reconnues par les autorit\u00e9s tha\u00eflandaises pour ce visa. <\/span><span style=\"vertical-align: inherit;\">Sans la souscription \u00e0 une de ces assurances sant\u00e9, l&rsquo;obtention ou le renouvellement d&rsquo;un <\/span><\/span><a href=\"https:\/\/blog.santexpat.fr\/2021\/12\/13\/visa-retraite-en-thailande-lassurance-sante-devient-obligatoire-asie\/\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">visa non-immigrant de type OA ou OX<\/span><\/span><\/a><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\"> est impossible aux retrait\u00e9s fran\u00e7ais.<\/span><\/span><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Le co\u00fbt de la sant\u00e9 en Tha\u00eflande<\/span><\/span><\/h2>\n\n\n\n<p><a href=\"https:\/\/observatoiredelasanteinternationale.fr\/index.php\/le-cout-de-la-sante-en-thailande\/\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Le co\u00fbt des soins de sant\u00e9 en Tha\u00eflande<\/span><\/span><\/a><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\"> dans le secteur priv\u00e9 est bien plus \u00e9lev\u00e9 que celui pratiqu\u00e9 en France. <\/span><span style=\"vertical-align: inherit;\">On estime en moyenne qu&rsquo;il est quatre fois plus \u00e9lev\u00e9. <\/span><span style=\"vertical-align: inherit;\">De plus, les tarifs ne sont pas r\u00e9glement\u00e9s. <\/span><span style=\"vertical-align: inherit;\">De ce fait, les m\u00e9decins et les h\u00f4pitaux sont libres d&rsquo;imposer les tarifs qu&rsquo;ils souhaitent. <\/span><span style=\"vertical-align: inherit;\">Une simple consultation avec un m\u00e9decin g\u00e9n\u00e9raliste co\u00fbte en moyenne 100 \u20ac dans le priv\u00e9. <\/span><span style=\"vertical-align: inherit;\">Pour passer une IRM en Tha\u00eflande, il faut compter 800 \u20ac, alors qu&rsquo;en France, elle en co\u00fbte seulement La plupart effectuent leur formation \u00e0 l&rsquo;\u00e9tranger, en Europe ou aux \u00c9tats-Unis. De ce fait, de nombreux m\u00e9decins sont anglophones, principalement dans les \u00e9tablissements du secteur priv\u00e9. Pourtant, les m\u00e9decins du secteur priv\u00e9 sont redevables de leurs frais de scolarit\u00e9 \u00e0 l&rsquo;\u00c9tat. Ainsi, ils doivent exercer dans le secteur public. Cela permet de ne pas avoir une diff\u00e9rence de qualit\u00e9 des soins trop importante entre les secteurs et de permettre \u00e0 toute la population de b\u00e9n\u00e9ficier de soins de qualit\u00e9.\u00a0<\/span><\/span><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Centralisations des m\u00e9decins<\/span><\/span><\/h4>\n\n\n\n<p><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">En Tha\u00eflande, les soins sont centralis\u00e9s dans les h\u00f4pitaux. <\/span><span style=\"vertical-align: inherit;\">Il existe peu de m\u00e9decins g\u00e9n\u00e9ralistes en lib\u00e9ral. <\/span><span style=\"vertical-align: inherit;\">Au contraire, il y a vraiment des m\u00e9decins sp\u00e9cialis\u00e9s dans le milieu hospitalier. <\/span><span style=\"vertical-align: inherit;\">Il faut donc se rendre en h\u00f4pital pour une consultation de soins primaires.<\/span><\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">In\u00e9galit\u00e9 de l&rsquo;acc\u00e8s aux soins sur le territoire tha\u00eflandais<\/span><\/span><\/h3>\n\n\n\n<p><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Les soins sont in\u00e9galement r\u00e9partis sur le territoire. <\/span><span style=\"vertical-align: inherit;\">Dans les grandes villes telles que Bangkok, les h\u00f4pitaux publics comme priv\u00e9s sont nombreux et bien \u00e9quip\u00e9s. <\/span><span style=\"vertical-align: inherit;\">En dehors des grandes villes, dans les zones plus rurales, les \u00e9tablissements sont les moins nombreux et les moins bien \u00e9quip\u00e9s.&nbsp;<\/span><\/span><\/p>\n\n\n\n<p><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Le gouvernement tha\u00eflandais met en place, en 2023, des fonds pour pallier l&rsquo;in\u00e9galit\u00e9 des soins sur le territoire.<\/span><\/span><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">M\u00e9dicament<\/span><\/span><\/h3>\n\n\n\n<p><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Les personnes affili\u00e9es au NHSO peuvent b\u00e9n\u00e9ficier d&rsquo;une prise en charge des m\u00e9dicaments dits \u00ab\u00a0essentiels\u00a0\u00bb. Cependant, une ordonnance est n\u00e9cessaire pour \u00eatre rembours\u00e9. Les autres m\u00e9dicaments ne sont pas pris en charge.<\/span><\/span><\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Faire rentrer des m\u00e9dicaments en Tha\u00eflande<\/span><\/span><\/h4>\n\n\n\n<p><span style=\"vertical-align: inherit;\"><span style=\"vertical-align: inherit;\">Si vous poss\u00e9dez un traitement long \u00e0 cause d&rsquo;une maladie, tel que le diab\u00e8te, il est possible d&rsquo;importer ses m\u00e9dicaments \u00e0 condition de respecter certaines r\u00e8gles. Les m\u00e9dicaments import\u00e9s doivent \u00eatre dans leur emballage d&rsquo;origine afin d&rsquo;\u00eatre identifiables rapidement pour la douane. De plus, les m\u00e9dicaments doivent \u00eatre accompagn\u00e9s de l&rsquo;ordonnance originale ou d&rsquo;une traduction \u00e9tablie par un m\u00e9decin.
